新《环境保护法》视野下基层环境治理现代化研究——以江苏省江阴市为例

Research on the Modernization of Grassroots Environmental Governance from the Perspective of New EnvironmentalProtectionLaw:A Case Study of Jiangyin City of Jiangsu Province

史上最严的《中华人民共和国环境保护法》已于2015年1月1日施行。新法具有创新环保理念、完善管理制度、加强信息公开、强化环保责任等特点。江阴市在贯彻落实新法方面取得了显著成绩,也存在一些问题。基层政府要在强化绿色发展理念、落实生态环保责任、完善环境监管体系和构建多元共治格局等方面有所作为,推进基层环境治理现代化。

The most stringent Environmental Protection Law of the People＇s Republic of China has been implemented in January 1,2015,which has various characteristics,such as innovating the environmental protection concept,improving the management system,strengthening information disclosure as well as environmental responsibility,etc.Jiangyin city has made remarkable achievements in carrying out the new environmental law,but there are also some problems.The basic level government should make a difference in strengthening the idea of green development,implementing the responsibility of ecological environmental protection,perfecting the environmental supervision system and constructing the multi-governance pattern,in order to promote the modernization of grassroots environmental governance.
