湖南县域城镇化的空间差异与发展战略

Spatial Differences and Development Strategy of County Urbanization in Hunan Province

文章以湖南87个县域2013年度数据为测度范围,利用因子分析法和县域发展经济总量、人均均量和运行质量三大指标,构建县域城镇化发展水平的指标体系并进行综合测度,得出湖南县域第一、二、三梯度范围。湖南县域城镇化发展水平差异明显,呈现东北高、中部次之、西南最低的空间布局,应积极实施突先进抓中庸托后进的梯度开发战略、效率与公平并重的协调发展战略、定"一极"布"两圈"的圈层战略和重中心强辐射的多极发展战略。

By applying the measure range of 87 counties in Hu＇nan province, based on the method of factor analysis,the three major indicators, namely, economics aggregate, economics average per ca-pita and operation quality of county development, build the indicator system of county urbanization development in Hu＇nan province. This paper conducts a comprehensive measure for the indicator system and gets a range of three gradients in Hu＇nan province. Results show that the development levels of county urbanization in Hu＇nan province differ significantly, with northeast being the highest,central second, and southwest the lowest. We should actively implement gradient development strategy to improve the advanced, middle and backward areas, the coordinated development strategy which put emphasis on both efficiency and fairness, the circle strategy which includes ＂one polar＂ and ＂two circles＂, and the multi-polar development strategy which underlines central effect and radiative effect.
