城市产业政策的供给侧结构性改革路径研究

Research on Supply-side Structural Reform of Urban Industrial Policies

在中国经济改革重心从需求侧转变到供给侧的背景下,本文首先阐述供给侧结构性改革和城市产业政策的理论内涵;其次,重点讨论城市产业政策对供给侧结构变迁的作用机制,针对供给侧的劳动力、资本、土地和创新四个主要因素,提出城市产业政策应更多地侧重于增加劳动力的有效供给、增加资本的有效供给、优化整合城市土地配置、推进技术进步和提高创新能力,从而深化供给侧结构改革,纠正要素配置扭曲,提高全要素生产率。

Nowadays, China＇s economic reform has turned its attention from demand-side to supply-side. Our paper first explains the theory of supply structural reform and urban industrial policies. Second, we discuss urban industrial policies about the way that works on the change of supply-side structural reform. Third, we take four main factors into consideration, labor, capital, land and technology. Finally, after the analysis, we put forward our suggestions that urban industrial policies should pay more attention to increasing the effective supply of labor and capital, improving the allocation of land and promoting technology and innovation development, which helps to deepen our supple-side structural reform, correct factor distortion and increase total factor productivity.
