新形势下实施大中型水库移民后扶政策的必要性

Research on necessity of implementing post- support policy for relocatee from large-middle reservoirs

随着我国土地制度改革的深化,大幅提高征地补偿标准成为必然趋势,新形势下是否还有必要继续实施"前期补偿、补助与后期扶持相结合"的办法,尤其对于新建大中型水库移民是否有必要继续实施后期扶持政策需要重新论证。在分析水库移民特点的基础上,从移民隐形成本补偿、工程效益分享、库区社会稳定以及政策生命周期等进行了分析。分析认为,新建水库移民继续享受后期扶持十分合理和必要,但同时也可能带来某些风险,因此有关部门应做好条例修订后的组织管理工作,制定处理突发事件的应急预案,规避风险。

With the intensive reform of land system in China,substantially increasing the land compensation standard is an inevitable trend. Under the new situation,whether it is necessary to continuously implementing the measure of ＂ combination of prophase compensation,subsidy and post- support＂ or not needs to be demonstrated,especially for the post- support for the relocatees from large- middle reservoir. On the basis of analysis on reservoir resettlement characteristics,the necessity of implementing post- support policy is analyzed from the aspects of compensation for implicit cost,project profit share,social stability and policy life cycle etc. The analysis results show that post support for the relocatees from newly- built reservoir is very reasonable and necessary; continuously implementing the policy may bring about some risks,so the related department should do well in the organization and management after modification of related acts to avoid risk.
