水库移民生产发展扶持受益机制研究

水库移民后期扶持的难点在于增收致富,促进移民增收致富的根本措施是产业发展带动移民增收,移民受益机制设计是水库移民生产发展扶持效益实现的关键。基于此,通过研究提出了水库移民生产发展的扶持方向,并根据现有的3种生产发展组织形式,分析了扶持投入组织载体与不同模式下农户的利益分配机制,创新性地提出了具有村组集体分成利润的移民受益机制以及相应的保障措施。

The difficulty in post- support of reservoir immigrants is to increase their income and enrich them,and the essential measure to increase the income is to develop the industry,so the design of profit mechanism is the key to realize the benefit goals from the support to production and development. A supporting direction of production and development is put forward. The organization carrier of the input support and profit distribution mechanism for immigrants under different modes are analyzed according to the 3 production and development forms currently. The innovative profit mechanism that distributes the profits by villages,groups and teams is put forward,so are the guarantee measures.
