Inevitability and Necessity of Establishing Limited Government——A Perspective of Political Science

"人的本性的不可信性""人的理性的不完善性"以及"公共权力的腐蚀性",充分表明建立有限政府、对政府进行监督和制约的必然性和必要性。权力"无休止界限"扩张的本性,加之公职人员的"非天使"性和不可信任性,在利己心驱动下追求私利的"经济人"行为,很容易导致政府公共权力的不断扩张和滥用。因此,建立有限政府既超越了各国具体国情的差别,也超越了资本主义和社会主义社会制度的差别,既适用于资本主义市场经济条件下的政府角色定位,也是社会主义市场经济对政府角色的客观要求,是社会主义市场经济条件下政府转变职能的必然的目标选择。

＂Incredibility of human nature＂, ＂imperfectness of human rationality＂ and ＂corrosiveness of public power＂ fully show the inevitability and necessity of the establishing limited government. Limited government is beyond the different conditions of different nations and also beyond differences of social systems between capitalism and socialism. It can not only be applied to the government in capitalism market economy, but also is the objective requirement of the government in socialism market economy. It is also the inevitable choice for the government to transform function in socialism market economy.
