低碳旅游的概念内涵与实践路径——以广元市为例

Conceptual Connotation of Low-carbon Tourism and Its Practical Pathway:a Case Study from Guangyuan City

在全球气候变化的背景下,旅游业不仅是气候变化敏感性部门(行业),也因排放二氧化碳等温室气体对气候变化产生影响。推动旅游业低碳发展,是旅游业承担全球温室气体减排责任的客观要求,是适应我国经济发展新常态、建设"美丽中国"的客观需要,是适应人民群众物质和文化消费需求升级的内在要求,也是统筹城乡发展,推动旅游业加快转型升级和提质增效的重要着力点。四川广元市科学发展特色旅游业,低碳旅游取得积极进展,在低碳旅游发展政策和低碳旅游要素培育方面初见成效,旅游新业态亮点不断涌现。广元市的低碳旅游业为当前探索有中国特色的低碳经济发展方式、深化中国特色的低碳经济学理论提供了基于部门(行业)的经典案例。围绕旅游业的转型升级和提质增效,如何在国家低碳发展的宏观战略指导下从执行层面推动旅游业低碳发展,是低碳试点城市建设研究的重要课题。

Under the background of global climate change,the tourism industry is not only the climate sensitive sectors( industry),but also has impact on climate change due to the greenhouse gas emissions. Promoting the low carbon development of tourism industry is an objective need of reducing green house gas globally to adapt to the new normal of China's economic development and the construction of ' beautiful China '. Developing low carbon tourism is the inherent requirement for the upgrading of the people's material and cultural consumption needs,which has also become the acting point to solve the problem of balancing urban-rural development,accelerating the reform and development of tourism industry,and improving its quality and performance. Positive progress has been made in the scientific development of special tourism and low carbon tourism in Guangyuan City of Sichuan. The initial success of development of low-carbon tourism policy and low carbon tourism factors has been achieved and new highlights of tourism have emerged. The development of low carbon tourism in Guangyuan city is a typical case of the low carbon economy with Chinese characteristics,which is based on the department( industry). Around the tourism industry transformation and upgrading of the quality and efficiency, the important topic of research on pilot urban construction is how to promote the development of low carbon tourism under macro-strategic guidance from the executive level.
