摘要 志愿服务对于建立社会资本和公民社会具有重要意义,它已成为西方大多数国家社会政策的基础。志愿服务的三个参与方:政府、企业和教育机构,在促进志愿服务,发展志愿服务网络中各具作用。基于"志愿力"和"招募力"的核心概念,我们提出了志愿服务的三方模型,展示了三方是如何参与志愿服务的,还研究了各个参与方能够用于加强志愿服务的新方法,讨论了它们对志愿力和招募力的影响,同时也论述了志愿服务的潜在消极影响,并讨论了改善这些消极面的方法。这些研究对志愿服务领域的社会政策研究将可作出一定的贡献。
