'民主衰败'近乎成为对当今世界政治现状的一个共识性判断,但这是对现状的一种误解,因为它并无经验记录可供佐证,过去十年里,民主的格局仍保持着稳定态势。'民主衰败'的认知导因于对后冷战初期转型所持的过度乐观态度和唯意志论,由此产生不切实际的预期,即便近年来不利因素正在全球不断增长,但新兴民主国家依然非常稳健。民主衰退只是一种假象,过去十年所发生的真实故事并非民主的'崩溃',民主制度在面对黯淡的地缘政治局面时展现了其惊人的韧性。
'Democratic recession' almost become a consensus to judge the world political situation,but this is a misunderstanding of the reality,because there is no experience records to prove it,the state of global democracy has remained stable over the last decade.The cognitive of 'democratic recession' resulting from the excessive optimism and voluntarism in the early post-Cold War transitions,which leads to unrealistic expectations,despite increasingly unfavorable global conditions in recent years,new democracies remain strikingly robust. 'Democratic recession' is just an illusion,the real story of the last decade is not democracy’s 'meltdown',the democratic system shows its remarkable resilience when facing a darkening geopolitical landscape.
