重点企业清洁生产审核公众参与机制的探讨

Discussion on public participation mechanism in cleaner production audit of key enterprises

清洁生产审核是一种新的环境管理制度,是节能减排的有效手段,是推行清洁生产的重要举措,其旨在通过一定的程序和技术方法找出企业中不符合清洁生产要求的问题,制定可行方案并解决这些问题。针对目前清洁生产审核过程公众参与度不高的现状,阐述了重点企业清洁生产审核全过程引入公众参与机制的必要性,提出了在审核阶段、评估阶段和验收阶段引入公众参与机制的基本构想。

Cleaner production audit is a new system of environmental management. It is an effective means of energy- saving and emission- reduction and an important measure to promote cleaner production. Its purpose is to find out the problems which don＇t comply with the cleaner production by certain procedure and technical means and to solve these problems by feasible schemes. For the current status of low public participation in cleaner production audit,this paper elaborates the necessity of importation of public participation mechanism in cleaner production audit of key enterprises. It also presents a basic conception of the public participation mechanism in the whole step of cleaner production audit.
