商业规制、企业性质与生产率影响效应——基于中国工业企业数据库的实证研究

The Impact of Business Regulation on the Productivity of Enterprises——An Empirical Study Based on the Database of Chinese Industrial Enterprises

商业规制是政府弥补市场机制缺陷的重要手段,它通过对企业经济活动的直接干预影响着企业生产效率。本文借助内生增长模型分析了商业规制对企业生产率的影响,认为提高商业规制效率能促进企业生产率增长水平的提升。本文采用固定面板效应模型,研究了商业规制变化对企业全要素生产率的影响。实证结果表明,商业规制对于企业生产率的影响具有滞后效应,商业规制强度的变化在短期内与企业生产率的变动方向相反,而从长期来看两者变动方向相同。商业规制政策的变化对不同所有制企业存在差异化影响,与民营企业相比,国有企业生产率的变化对于商业规制强度的变化更加敏感。

Business regulation is an important means to make up for the defects of market mech- anism, and it influences the production efficiency of enterprises through direct intervention on the e conomie activities of enterprises. This paper analyzes the impact of business regulation on the pro- ductivity of enterprises by the endogenous growth model, and considers that improving the efficien- cy of commercial regulation can promote the growth of productivity. In the empirical research, we use the fixed panel effect model to analyze the impact of business regulation on the total factor pro- ductivity of enterprises. Empirical results show that the impact of business regulation on enterprise productivity has lagged effect. In the short time, Changes in the intensity of business regulation is opposite to the direction of the change of enterprise productivity, but in the long run they have the same direction. Relaxing the administrative regulation, improving the efficiency of administrative examination and approval, and reducing the cost of enterprise management approval can effectively improve the enterprise productivity. The changes of business rules and regulations have different effects on different ownership enterprises. Compared with private enterprises, the changes in the productivity of state-owned enterprises are more sensitive to the changes of the intensity of the business regulation.
