山东省属公办高等院校治理体系的审视与改革

A Survey and Reform of the Governance System in Shandong Provincial Colleges and Universities

目前我省公办本科高校办学活力处于一般或较弱水平;高等教育治理体系改革的内生性动力不足;治理体系处于从行政主导和政府管控范式向政府依法管理、学校依法自主办学、社会各界依法参与和监督的教育公共治理新格局转型的初期;在从"管制"向"治理"转型初期,一些有意义的变革在政府层面初露端倪。但省属公办高校在人事制度、预算资金管理制度、行政教育部门权责界限、大学章程制定等方面暴露出来的问题也较多。高校治理体系现代化建设亟需理顺政府与高校、高校内部行政权力与学术权力、高校与社会三个方面的关系。

At present,the vigor of managing regular undergraduate colleges and Universities in Shandong province is in an average or weak level. The endogenous power of the reform for the governance system of higher education is insufficient. The governance system is changing from the early executive-led and government-controlled period to the new pattern of the university governing,university autonomous management in accordance with the law,and social participation and supervision. There are some changes appearing in the transition from the 'control'to the 'management'. There are many problems existed in the following aspects,such as the personnel system reform,budget fund management,the vacancy and overdoing of the administrative educational departments. The three relations should be adjusted among the government and university,internal administrative power and academic power and college and society.
