The Tianjin Speech which disseminated and carried out the spirit of the Second Session of the Seventh Conference,contains the pith and marrow of Liu Shao qi's thoughts .The substance of this speech is to link our Part's theoretical achievements with the actual situation of the people's power in new cities. This article focuses on analysing the dialectical relationship between the thought of the Tianjin Speech and the spirit of the Second Session of the Seventh Conference by comparing them.
