水影响评价报告取排水编制要点分析——以北京市地铁工程为例

随着北京市关于建设项目水影响评价审批管理规定的出台,以及建设项目水影响评价被列为项目立项的前提必要条件等,充分说明政府部门对开发建设项目取用水合理性和取退水影响及水资源保护等方面的重视。本文以某规划地铁线路为例,结合"2011年中央一号文件"实行最严格的水资源管理制度和北京市人民政府关于实行最严格水资源管理制度的意见,本着《北京市节约用水办法》的规定为原则,说明水影响评价报告取排水部分的编制要点,主要包括项目取用水合理性,取水水源的可靠性和可行性,取水和退水的影响。
