食品安全检查乏力严重弱化了食品安全监管实效。为扭转我国严峻的食品安全形势,应借鉴国际先进食品安全检查理念和制度,增加财政经费投入,提升基层食品安全检查力量;采用合理科学的惩处额计算方法,建立食品身份制度及其经营者诚信档案制度,推动惩处行为精细化、规范化,并保持其对不法行为有效的震慑力。

The lack of strength in food safety inspection has seriously weakened the effectiveness of food safety supervision. To fundamentally improve the severe situation of food safety in China,it is necessary to learn from the advanced international concepts and systems for food safety inspection by taking the following measures： increase the state financial input,and strengthen the basic-level food safety inspection power; adopt reasonable and scientific calculation methods of penalty,and set up systems of food ID and credit archives for food marketers so as to promote the elaboration and standardization of punishment,and to maintain its deterrent against wrongdoing.
