构建指标体系是电子装备作战效能评估工作的重点和难点。建立了基于物理域、信息域、认知域和社会域("四域")的电子装备作战效能评估指标体系框架。首先给出了电子装备作战效能的定义与内涵,其次从四域的行动反应角度揭示了电子装备作战机理,然后给出了四域视角的电子装备作战效能评估指标框架和能力指标、属性指标的选择方法,随之分别分析了四域的电子装备作战效能评估指标,最后就指标体系的层次化与网络化、指标的获取与量化、指标体系的检验与优化等关键问题进行了讨论。

Construct an index system is a key point and also a challenge in operational effectiveness evaluation of electronic equipment.The paper establishes a framework of operational effectiveness evaluation of electronic equipment in four domains-physical domain,information domain,cognitive domain and social domain.First of all,the paper presents the definition and connotation of operational effectiveness of electronic equipment,then reveals the operational mechanism of electronic equipment in respect of four domains actions or reactions,proposes the index framework,as well as proposes choosing methods of capability index and attribute index of operational effectiveness evaluation of electronic equipment in four domains,and then analyzes operational effectiveness index evaluation of electronic equipment in the four domains.Finally,the paper discusses key issues like hierarchical and networking construction of the index system,the source and quantification of indexes,verification and optimization of index system etc.
