Research on the Third-party Evaluation System for Traffic Industry in Shanghai

目前上海交通行业已开展一些第三方评估,但存在开展行业领域分散、评估流程和程序不规范,与行业管理、企业日常管理脱节等问题。在简政放权和政府职能转变的背景下,为科学、有效规范和推进上海市交通行业第三方评估工作,通过调研座谈、资料收集以及文献查阅等方法,该文对上海交通行业已开展第三方评估的现状和存在问题进行研究,提出上海交通行业第三方评估开展的领域、模式、方法和流程等,形成上海交通行业第三方评估制度框架,为完善上海交通行业第三方评估工作以及推动第三方评估在其他行业开展应用提供技术支撑。

Based on research forum,data collection as well as literature review etc,the paper studies present situation and problems existed in the third-party evaluation carried out by Shanghai traffic industry,in which the field,mode,method and process etc,are concerned and the third-party evaluation system framework of Shanghai traffic industry is built up,providing the technical support for the third-party evaluation work of Shanghai traffic industry and its application in other industries.
