摘要
论文选取针对儿童阅读立法的美国和针对全民阅读立法的韩国两个样本,首先分别梳理了两国阅读法律的基本情况,然后运用比较分析法,从立法原因、法律主要内容、法律性质、资金情况、实施效果和法律修订的灵活性六个方面展开比较,探究这两种模式的异同,并建议我国阅读法治化要重视儿童阅读法律保障、制定完善的阅读法律体系以及制定严格的量化评估机制。
This paper selects the American reading legislation which was published for children and Korean reading legislation which was published for all people to make a comparative study. Firstly, it states the basic situation of these two countries’reading laws, then uses the method of comparative analysis to compare six aspects including the legislative reasons, the main content of laws, the legal nature, funding, implementation effect, and the flexibility of law amendment. It suggests that we should pay more attention to the legal protection of children reading, and formulate a sound reading legal system as well as develop a strict quantitative evaluation mechanism.
