摘要
本研究通过对湖北省50所高职院校的观察,基于高职院校的特定功能以及特定目标,将办学资源配置效能分为人力资源和物力资源配置效能、教学过程效能、人才培养效能、科教研创效能,构建了"五维效能绩效诊断"指标体系。利用主成分分析法和分步回归法,诊断性分析了资源配置结构性问题和相对效率问题。综合诊断发现,湖北省高职院校主要通过师资规模和学生规模扩张获得绩效;师资呈现结构性短板;物力资源配置非均衡现象严重;技术性、技能型人才培养特色不明显。
The research aimed at studying the resource allocation effectiveness and performance of 50 higher vocational colleges in Hubei province. According to the specific functions and objectives of higher vocational colleges, for effectiveness and performance diagnosis ,school resources allocation effectiveness was divided into five dimensions including human resources distribution effectiveness, material resources allocation, effectiveness, teaching process effectiveness,, personnel training effectiveness in terms of scale and quality, and scientific research and technological innovation effectiveness. We used principal component analysis and objective weight method to analyze the resource allocation structure and relative efficiency. Our diagnoses were that higher vocational colleges in Hubei Province should improve effectiveness through expanding teachers and students numbers, given the issue of teacher structure ,imbalance of material resource allocation within and among schools and talent raising mode without technical and skill stress.
