Local government plays an important role in the construction of local innovation system, so it is an important part of the local government. The existing problems in the independent innovation capability of Hebei Province play a restricted role in the development of the economy and the advance of the competitiveness. Therefore, encouraging and guiding the independent innovation policy have become the primary problem of our province to speed up the ability of independent innovation.
