摘要
法国、英国、美国的高等教育质量评估分别代表着不同类型的评估模式,而政府、高校、社会三股力量在质量评估中的不同的权力分配也使得法国、英国、美国的质量评估更具特色。在高等教育质量评估中政府、高校、社会三股力量一直贯穿其中,并通过权威、操纵和资源分配的形式确立他们作为权力主体的地位。研究政府、高校、社会三股力量在法国、英国、美国的高等教育质量评估中的总体发展趋势和质量评估在此趋势下的发展状况,有利于我国高等教育质量评估的发展,因此需明确政府在高等教育质量评估中的宏观管理者地位,提升高校的自治权和评估水平,鼓励和发展社会在高等教育质量保障中的监督能力和评估水平,政府、高校、社会相辅相成、相互制约,以提升我国的高等教育质量评估水平。
Higher education quality evaluation in France,Great Britain and USA develops with distinctive features because of different power distribution among government,university and society. The three forces run through the education and establish their status as power subject through authority,manipulation and resource allocation. Research on the overall development trend of the three forces and the developing situation of quality evaluation in France,Great Britain and USA will contribute to the development of Chinese higher education quality evaluation. This paper points out that we should confirm the status of gov-ernment as micro-governor in the evaluation,improve the autonomy and evaluation level of the university and develop the su-pervision capability of the society. With the interaction of the three forces,our higher education quality evaluation will be greatly improved.
