西北高干会整顿陕甘宁边区驻军研究

A Study on Rectification of the Troops Stationed in the Shaan-Gan-Ning Border Region during the Southwestern Senior Cadres' Meeting

西北高干会期间,陕甘宁边区驻军与西北局、边区政府之间的矛盾成为会议要解决的重要问题之一。针对上述矛盾,会议主要对驻军所谓"闹独立性"和存在"军阀主义倾向"等问题进行了严厉批判,肯定和重申了西北局对边区所辖范围军事力量的一元化领导,强调边区驻军必须与边区政府和群众搞好关系。西北高干会对边区军事力量调整产生了重要影响:政治上强化了中共对军队的领导,进一步明确了中共的一元化领导原则;组织上明确了西北局与陕甘宁辖区军事力量之间的关系,强调了前者对后者的绝对领导权。

To resolve the conflicts between the troops stationed in the Shaan- Gan- Ning Border Region and the Northwestern Bureau,and the local government was a major item on the agenda of the Northwestern Senior Cadres＇ Meeting. In view of the conflicts,the meeting severely criticized the troops so- called ＂call for independence＂and ＂tendency toward warlordism＂,asserted and reiterated the centralized leadership of the Northwestern Bureau over all the military forces stationed in the region. The meeting had a great impact on the regulation of the military forces in the region： Politically,it clarified further the principle of the central Party＇s unified leadership and strengthened its leadership over the military forces; In terms of organization,it made explicit the relationship between the Northwestern Bureau and the troops stationed in the border region,reiterating the former＇s absolute leadership over the latter.
