摘要
在人才资源成为第一资源的知识经济时代,人才尤其是高层次创新人才日益成为促进一个国家和地区经济发展、社会进步的重要力量。作为一种关键性的战略资源,人才引进是科技进步、经济发展的重要推动者,地区必须在引进方式上加以转变以便在竞争中占据有利地位。本文调查了在"321"人才计划中,南京市的人才引进的效果并总结其经济效益,提出相关的对策建议。

As a key strategic resource, talents are an important driving force for technological progress and economic development of the region must be changed in order to occupy a favorable position in the competition on the introduction of the way.
