Public Higher Education System in California,America:Characteristics and Implications

加州高等教育总规划将加州分为加州大学系统、州立大学系统和加州社区大学系统,各系统分工明确,各司其职,互相开放,解决了盲目无序竞争的问题。这对于我国高等教育结合实践,树立开放的教育理念,改革教学模式,加强与国内外各高校的合作;调整和优化高等教育的层次结构,明确各高校的目标和功能定位;制定严格的招生指标,调节好教师科研与教学的比例等都有着借鉴作用。

The general project of higher education in California proposes a three-part educational arrangement：the system of University of California,that of California State University and the system of California Community College.Each system has its own duty and obligation and open to each other,which resolves the problem of competitiveness in a blind and disordered way.Its referential significance for Chinese higher education is manifold.We should establish open educational concept,reform our instruction model,reinforce our cooperation with colleges and universities home and abroad,adjust and optimize the hierarchical structure of our higher education,clarify the objectives and functional orientation of each university,formulate strict enrollment plan,set up a reasonable proportion between scientific research and teaching.
