摘要
与政府行政主导的本科教学评估这一质量政策工具相比,本科教学质量报告制度具有激活高校自主办学动力、兼容高校办学差异、消减评估成本等优势。受诸多因素限制,本科教学质量报告制度同样存在若干缺陷,如对本科教学质量概念认识不清、质量报告测量本科教学质量的关切性有待提高、不同高校质量报告可比性不足等。为此,政府应明晰质量报告的价值取向,实施分类指导评估,推动政策工具综合化;高校需提升本科教学质量报告的公信力,吸纳多元主体参与本科教学质量报告的形成过程,构建本科教学质量文化常态机制。
Compared with the undergraduate teaching quality evaluation dominated by education administration,undergraduate teaching quality reports have the advantages of activating the initiative of universities,tolerating their individual differences,and reducing assessment cost.Of course,under many restrictions,undergraduate teaching quality reports have their own deficiencies such as unclear understanding of undergraduate teaching quality,insufficient concern for the quality reports,and inadequate comparability between the reports of different universities.Therefore,education administration should clarify the value orientation of the quality reports,offer classified guiding assessments,and put forward comprehensive policy instruments;universities should enhance the credibility of their quality reports,involve multiple assessors in the process of producing the reports,and construct a normal mechanism centering on undergraduate teaching quality.
