制度创新视角下我国农业与农村经济可持续发展研究

Research on the Sustainable Development of Agriculture and Rural Economy from the Perspective of Institutional Innovation

推动农业与农村经济可持续发展,是我国国民经济可持续发展、国家长治久安和工业化发展的必然需求,但目前我国农业生产率过低、基础设施太差、农村人口素质过低、农业经济发展落后和缺乏起码的社会保障,与可持续发展的要求相去甚远。从制度层面来看,土地制度、户籍制度、农村税费制度、农村金融制度、农村产业政策与工业政策的不健全,是制约我国农业与农村经济可持续发展的重要制度因素。文章认为,应该进一步创新农业产业化的制度、创新农村企业的制度、创新新型城镇化的制度以及创新提高农村人口素质的制度,为实现农业和农村经济的可持续发展提供制度力量。

To promote the sustainable development of agriculture and rural economy is the inevitable demand of the sustainable development of national economy, national long-term stability and development of industrialization. But at present, there are problems such as： agricultural productivity is too low, the infrastructure is too poor, rural population quality is too low, backward agricultural economy development and the lack of basic social security. From the view of institution, the imperfection of land system, household registration system, the rural tax and fee system, financial system, industrial policy and industrial policy, become the important system factor to restrict the sustainable development of agriculture and rural economy in our country. We should further innovate agricultural industrialization system, innovate rural enterprises, innovate new urbanization and improve the rural population quality, so as to provide the system to realize the sustainable development of agriculture and rural economy.
