国际视野下辽宁省购买老年社会工作服务承接主体能力建设研究

On the Undertaking Main Body Ability of Purchasing Social Work for Aged in Liaoning Province under the International View

我国人口老龄化程度日益严重,面对迅速增加的养老服务需求,必须实现老年护理服务供给从行政措施向契约式转变,实现政府购买老年社会工作服务,完善养老服务体系,促进政府购买老年社会工作服务承接主体的能力建设。辽宁省人口老龄化程度较高,结合省情,以国际视野探讨行之有效的政策法规,建立合理的评估指标,以期以高度的契约化、制度化刺激服务承接主体高效、高质地开展老年社会工作服务。

With the degree of growing aging population,facing up increasing needs for old-age service,it is urgent that old-age service must change from administrative measures into contract mode,in order to realize the purchasing social work for aged,perfect the system of old-age service and improve the capacity building of undertaking main body of purchasing social work for aged.In Liaoning province,the degree of aging population is high.Based on the situation,this paper discusses effective laws under the international view,establish reasonable valuable indicator to spur and effective and high-quality old-age service by highly contract and system.
