科技成果的有效转化是推动社会发展,提升生产力水平的关键之举。改革开放以来,我国科研技术能力日益提升,科技成果转化机制逐步完善。随着《促进科技成果转化法》的颁布实施,我国国内科技成果转化有了更为直接的法律依据,为科技成果转化提供了必要保障。但在实际的科技成果转化过程中,依然存在法律制度不完善,法律实施存在障碍等实际问题。

The effective transformation of scientific and technological achievements is the key to promote social development and improve the level of productivity. Since the reform and opening up,China＇s scientific and technological ability has been increasing,the mechanism of scientific and technological achievements have been gradually improved. With the promulgation and implementation of＂promoting the transformation of scientific and technological achievements＂,the transformation of scientific and technological achievements in China has a more direct legal basis,which provides a necessary guarantee for the transformation of scientific and technological achievements. But in the actual process of the transformation of scientific and technological achievements,there are still legal system is not perfect,there are obstacles to the implementation of laws and other practical problems.
