摘要
成人高等教育学习成果转换制度是实现学分互认的基础性工程。学习成果转换与学习成果互认的概念具有趋同性,有广义与狭义之分;学习成果转换制度可分为学年制、学年学分制和弹性学分制三种。存在的主要问题有:选课制、导师制和学分绩点制等制度不完善;缺乏有效的运行机制;信息化管理手段相对滞后。由此,提出要建立以创新能力和职业能力为核心,构建专业性、拓展性和突出职业性与应用性为特色的学习成果转换认定制度模型;采用高校内部、高校之间、国际合作等多种转换方式,实行规范运作的管理制度、实施信息化的运营服务,完善创新型人才培养和职业型人才培养的学习成果转换制度体系。
The transfer system of students' learning achievements in adult higher education is the basis for credit mutual recogni- tion. It reveals that learning achievement transfer and credit mutual recognition have a certain degree of convergence as well as a difference in broad and narrow senses. It also divides the current situation into three learning achievement transfer systems: aca- demic year system, academic-year-credit system and flexible credit system. At the same time, it summarizes the main 'existing problems of imperfect course selection system, tutor system and GPA system, and lacks an effective operating mechanism and has a relative lagged information management. Therefore, it proposes that adult higher education should establish the model of learn- ing achievement transfer system, focusing on the innovation and vocational abilities, constructs its professional and development characteristics, and highlights its professionalism and applicability. This paper further proposes to adopt transfer methods, such as internal and inter-college and international cooperation, to realize the standard operation and the informative operation service, to perfect the learning achievement transfer system for cultivation of innovative and professional talents, and to promote the socialization of adult lifelong learning.
