摘要
土地收购储备是政府高效控制城市土地开发利用的一种有效手段 ,实行城市土地收购储备 ,可以提高政府对土地市场的敏感度 ,进一步规范土地市场 ,提高土地集约利用率 ,防止国有土地资产流失 ,强化政府对各类城市建设用地进行市场供应和调控的职能。加强土地收购储备工作的法制、体制、机制研究 ,争取金融部门的参与支持 ,尽快在我国将此项工作导入法制轨道 ,是深化土地使用制度改革的新热点。在具体实施过程中 ,应按照土地收购储备的一般原则和具体原则 ,并制定切实可行的政策 ,采取多种模式进行此项工作。
The land purchase and reserve is an effective means of controlling urban land development and utilization for the government. By carrying out the law of urban land purchase and reserve, it can raise the susceptibility of government to the land market, further standardize land market and raise the intensive utilization ratio of land. The land purchase and reserve can prevent the state owned land property form running off. It can intensify the government functions such as market supplying or controlling of each urban construction land.It is new measure for deepening land uses system reformation, such as strengthening the research of the legal system, organization system and mechanism and getting the attending and supporting of financial institutions.It can lead this work into the legal system track in our country as fast as possible. In practice,In it should be based on the general principle and the concrete principle, and the practicable policy should be laid down and many kinds of models should be applied integrately.
