摘要
目的:构建医保总额预付制下的考核指标体系。方法:运用文献分析法、德尔菲法确定指标体系,运用层次分析法确定指标体系及权重。结果:构建了一套科学实用的基本医疗保险基金总额预付制考核指标体系,以患者为中心,包含医疗质量、工作量、个人负担率、满意度4个一级指标及延伸的15个二级指标和77个三级指标。结论:本研究构建的考核指标体系具有较好的可操作性,可为实施总额预付制下的医院绩效考核提供参考。
Objective: To establish the evaluation index system for hospitals under the global budget of medical insurance. Methods: After literature analysis,Delphi method was used to explore the evaluation index system,and the AHP was used to fix the weight of the index. Results:Our study established a scientific and practical poctient- oriented evaluation index system,which contained 4 one- class indexes including medical quality,work load,personal burden ratio and degree of satisfaction,15 two- class indexes and 77 three- class indexes. Conclusion: This evaluation index system has a high maneuverability which can provide a reference for the performance assessment of hospitals under the global budget of medical insurance.
