我国廉价救命药短缺的原因及对策

Causes and Countermeasures of the Shortage of Cheap Vital Medications

廉价救命药短缺问题,严重制约了社会公众的用药可及性。本研究通过文献查阅、政策分析等方法总结廉价救命药的短缺现状,对廉价救命药短缺的原因进行深入分析。提出应从廉价救命药药品目录、药品定价、药品加成及招标采购制度等方面保护廉价救命药,同时国家需给予药品生产企业政策支持,并建立廉价救命药储备制度等方式来确保廉价救命药的正常供应。

The shortage of cheap vital medications severely restrictes the public availability of medication. This paper summarizes current situation of shortage of cheap vital medications and deeply analyzes the reasons and problems of shortage of cheap vital medications with method of literature review and policy analysis. This paper suggestes protecting the cheap vital medications from vital medications directory,drug price,drug addition and bidding system and other aspects,and countries should give policy support to pharmaceutical manufacturers,as well as the establishment of low- cost vital drugs reserve system and other ways to ensure the normal supply of affordable cheap vital medications.
