独特的区位优势和优越的自然资源条件 ,使海南农业的基础地位显得更为突出 ,更具有特殊性。面对加入WTO后市场国际化的强大压力 ,目前海南农业发展的基本思路和对策是 :立足热带农业资源的优势 ,瞄准国际市场 ,对农业结构和经营思想进行战略性调整。集中力量 ,加速培育一批农业支柱产业 ,形成一批主导产品 ;以绿色生态农业为主基调 ,把海南农业发展成为多姿多彩的有魅力的产业 ;加强和突破关键的薄弱环节 ,提高海南农业的综合生产能力和竞争能力 ;发挥后发优势 ,“高位嫁接” ,实现跨越式发展等。

Because of its unique geographic location and advantageous natural resources, Hainan is predominant and special in agricultural basis. In the face of enormous internationalized pressure resulting from China's entry into WTO, the basic notion and measures for agricultural development in Hainan lies in basing on the advantages of tropical agriculture, aiming at the international market and conducting strategic readjustments in agricultural structure and operational concepts. Great efforts should be made to accelerate the establishment of some agricultural pivotal industries and the development of some leading products, to focus on green eco-agriculture and develop agriculture into an industry with colorful appeal, to reinforce and break through key weak links in agriculture for enhancing the comprehensive productivity and competitive capacity of agriculture in Hainan, and to realize strident development, etc.
