摘要
基于2005~2014年杭州市东苕溪流域突发水环境事件,分析了发生特征,结果表明：2005~2014年该流域突发水环境事件总体呈稳定态势,且主要集中在6、8月,发生地点集中在余杭区。通过对风险源分析可知,移动源和固定源是主要污染源。最后从环境风险防范、应急联动机制、应急能力建设等方面,提出了东苕溪流域突发水环境事件的应急管理对策。
The characteristics of abrupt water environmental incident were analyzed in Dongtiaoxi Watershed of Hangzhou City from 2005 to2014. Results showed that the abrupt water environmental incident in this area was steady from 2005 to 2014,which mainly distributed in June and August of Yuhang District. Risk source analysis showed that the moving source and stationary source were the major pollution sources. Finally,emergency management countermeasures for abrupt water environmental incident in Dongtiaoxi Watershed were put forward from the aspects of environmental risk prevention,emergency linkage mechanism and emergency response capacity.
