Analysis on the Application of Animal Quarantine Electronic Certification at Grass-root Level

文章分析了电子出证在基层的应用实践情况及其困难,提出了完善动物检疫申报点建设、加强经费保障、加强检疫队伍建设、推行"现场检疫-报检点出证"产地检疫新模式、完善电子出证系统、研发电子出证配套设备等改进建议。

Application and difficulties of electronic certificate for animal quarantine at grass-root level were discussed and analyzed. Suggestions of improving the construction of animal quarantine institutions,enhancing financial support,reinforcing the quarantine teams,implementing the new inspection mode of ＂quarantine at point,certificate at the inspection points ＂,improving the electronic certificate system and developing electronic certificate equipment were put forward.
