动物产品分销换证制度的实施现状调研与思考

Discussions on Approaches to Innovate the Animal Health Certificate-exchanging Mechanism for Animal Products Distribution

通过对河南、浙江、天津三省(市)的实地调研,了解当地动物卫生监督机构对动物产品分销换证工作的主要做法,针对动物产品附具检疫证明的必要性,重新设计动物产品的检疫证明,将动物产品检疫证明的出具场所限定在屠宰厂点,重新界定动物产品检疫证明的内容,提请农业部明确的相关法律含义,将动物检疫证明与畜禽标识和检疫标志合一等问题进行了相关的探讨。

Based on the field investigation in three provinces such as Henan,Zhejiang, and Tianjin,the author believes that animal health certificate is important for animal product safety,while the animal health certificateexchanging mechanism for animal products distribution is unsuitable. Under the current information background,it＇s important to enhance multi-sectoral cooperation,change the animal health certificate to some kind of marks attached on animal products,and this kind of mark should be labelled at animal slaughtering-house. Besides,it＇s important to integrate the current animal health certificate,animal identification, and animal health marks,so to improve the tracebility of animal products.
