摘要
本文把大学生就业管理看成一项系统工程,首先利用系统科学的观点、原理和方法,从需求侧数量、供给侧结构、服务功能、政策环境等方面对我国大学生就业的现状、问题及原因进行系统分析;然后从大学生就业管理的对象、内容和过程的角度构建大学生就业管理系统工程的设计结构模型、分析框架模型和控制结构模型;最后利用系统工程理论提出"拓宽供给,分流需求,柔性就业,动态平衡"的宏观调控策略及就业管理系统工程的优化控制措施。
It is viewed as a system engineering that management of college graduate employment. In this paper, First, using the views, principles and method of system science, it is systematically analyzed that current situation, shortages and reasons of college graduate employment in China from four aspects of demand side quantity, supply side structure, service function, environment and policy. Then a design structure model, an analytical framework model and a control structure model are constructed to clear mind for management system engineering in college graduates employment from the perspective of the object, content and process of the employment management of college students. Finally, a new point of macro - control strategy is presented that "to broaden supply, shunting demand, flexible employment, dynamic equilibrium", and some optimization control strategies are presented for management system engineering in employment by using the system engineering theory.
