摘要 我国为数众多价格昂贵的科学仪器在实际使用中存在"三低"现象:管理水平低、共享程度低、使用效率低,建设仪器开放共享平台是解决"三低"问题的必要手段。介绍分析重庆大型科学仪器资源共享平台多年来在仪器开放共享工作实践中创立的运行机制及其存在的主要问题,以此提出依据仪器检测服务自身的特点,利用大数据技术,借鉴O2O(Online to Offline)商业模式运行流程的新思路,对平台原有运行机制从根本上进行创新。大型科学仪器资源共享平台创新运行机制,能够为国家解决"三低"问题提供重要参考及示范。 Large number of expensive scientific instruments in our country exist " three low" phenomena in actual use: "low management level,low degree of sharing,the use of low efficiency". It is necessary to build a Large Scientific Instruments Resource Sharing Platform to solve the " three low" problems. This paper makes a deep analysis into the operation mechanism of Chongqing Large Scientific Instruments Resource Sharing Platform which has been running these years and discusses its main problems. In connection with the own characteristics of instruments' testing services,we can use the O2O( Online to Offline) commercial operation mode for reference by reforming or optimizing the platform 's operation mechanism. The new operation mechanism of Chongqing Large Scientific Instruments Resource Sharing Platform can provide an important reference and demonstration for the country to solve the " three low" problems.
