我国企业碳管理模式探究——基于全国性碳市场的建立

Research on the Carbon Management Pattern of Chinese Enterprises—Based on the Establishment of the National Carbon Market

2015年中美元首气候变化联合申明中,中国宣布将在2017年启动全国碳排放交易体系,届时诸多行业的众多企业将被纳入强制减排的行列,中国的低碳经济之路已从宏观治理向微观减排逐步过渡。企业作为减排主体,对自身的碳进行合理的管理以及对碳排放配额进行有效的交易已成为应对全国性碳市场的当务之急。基于这一背景,构建一个由部门主导的碳管理系统,以期帮助企业完成履约、实现低碳转型。

In Sino-US Joint Presidential Statement on Climate Change in 2015,China committed to start its national carbon emission trading system in 2017,covering many companies and organizations in key industry sectors. This shows that Chinas transition to a low carbon economy has been on the turn from macro policy control to enforcement of carbon reduction at corporate level. As the main body to implement carbon reduction,many companies have to set its priority as how to manage its carbon properly and how to trade the carbon permits effectively responding to participation in the national carbon trading system. Based on this background,this paper aims to develop a carbon management system which one of its departments can use to help the company to fulfill its carbon reduction obligation and transition to low-carbon operation.
