Difficulty in filing is the most difficult problem of the long-standing administrative proceedings of the ＂ Three Difficulties＂.In order to solve this problem,the new Administrative Litigation Law formally established a filing registration system.As the first innovation of the new Administrative Litigation Law,the litigation filing system of administrative litigation has undergone major changes and will play a huge positive effect to the registration system of administrative cases.In order to make the effective implementation of the filing registration system,we must eliminate three misunderstandings,deal well with six relationships,and build a complete system.
