The Spectrum of Human Rights of Political Participation

政治参与是一系列具有内在逻辑结构的人权的汇聚与集成,这些人权则以一定的规律规定政治参与的内在与发展方向。在此意义上,政治参与实质上就是人权的体现与诉求。就诸项人权结构与功能而言:知情权是政治参与的前提,表达权是政治参与的基础,选举权是政治参与的底线,参与权是政治参与的中轴,结社权是政治参与的组织,监督权是政治参与的保障。

Political participation is a series of convergence and integration of human rights which forms intrinsic logic structure. Those human rights decide the inside and developing direction of political participation according to certain rules. In this sense,political participation is the embodiment and demand of the human rights. In terms of the structure and function of those human rights,the right to know is the precondition of political participation,the right of expression is the foundation of political participation,the right to vote is the bottom line of political participation,the right to participation is the center axis of the political participation,the right of association is an organization of political participation,and the right to supervision is the guarantee of political participation.
