关于职工大额医疗救助作用的思考——以东营市为例

Thinking on the Role of Large Fund Medical Assistance for Employees——Taking Dongying as an Example

东营市职工大额医疗救助与基本医疗保险同步建立、同步缴费、单独筹资、同步报销,在减轻参保人员医疗费用负担方面发挥了积极作用。但也存在保障门槛较高、政策辐射面较窄,医疗费用不合理过快增长抵消保障效果等问题。本文以东营市为例,拟从完善支付方式的角度,对发挥职工大额医疗救助的作用进行探索和思考。

In Dongying, the Employee Large Fund Medical Assistance and the basic medical insurance were synchronously established, paid, reimbursed, while separately fi nanced, which have played positive roles in reducing the medical burden of the insured persons. But there are still problems of high threshold of protection, narrow range of policy radiation, excessively non-reasonable growth of medical costs offsetting security effects. Taking Dongying as an example, this paper intended to explore and think on the role of large amount medical assistance for the employees from the angle of improving payment method.
