对“世界一流大学建设工程”的反思——基于中韩政策的比较

A Comparative Study of the Project of Constructing World-class University between China and South Korea

世纪交替之交,中韩两国作为后发现代性国家为发展本国经济,提升国家综合竞争力,相继出台了旨在建设世界一流大学、实现高等教育跨越式发展的"世界一流大学建设工程"。总览两国"世界一流大学建设工程"实践,均是在国际间竞争日益加剧的总体背景下,以国家作为实施主体启动"世界一流大学建设工程",积极回应社会需求,加速优秀人才培养。当然,中韩两国也存在"重叠"与"兼容"、"单一"与"多样"、"单位制"与"项目制"等方面的差异,对世界一流大学建设产生影响。

At the turn of the century, China and South Korea have introduced projects of the construction of the world- class university aimed at enhancing national economy and the comprehensive competitiveness. In the general picture of the practice of creating world-class university, they implement projects by means of considering nation as enforcing subject, responding to social needs actively and accelerating to cultivate talents in the context of intensified competition of the world. Of course, there are differences between ＂overlap＂ and ＂compatibility＂, ＂single＂ and ＂diversity＂, ＂the unit system＂ and ＂the project system＂ of these two countries, which have an impact on the construction of the world-class university.
