摘要
我国农村供水发展迅速,用户水表已超1亿块,涉及投资量大,如不能算好水表科学选型的经济账,将很可能造成无谓的经济损失。当前,一些地区未充分考虑水表成本,盲目选用IC卡水表作为用户水表,给工程可持续良性运行带来一定隐患。采用模型研究方法进行分析,结果显示IC卡水表在农村供水中适用性与局限性并存,相对适用于实际供水量偏高或水费征收相对困难的地区,而在其他地区应用的经济合理性则相对较差。提出科学选择水表类型和加强表务管理等方面的建议,以期引起行业管理部门和供水单位的重视。
In China, the number of the water meter using in the rural drinking water supply project has exceeded 100 million, which involves a large number of investment. It may cause unnecessary economic losses, if the choosing of water meter is improper. Currently, the blind use of IC card water meter without fully consideration about the cost by some areas in China brings hidden troubles for the sustainable running of the rural drinking water project. The results of analysis on the current situation of water meter using demonstrates that IC card water meter has applicability and limitation in rural drinking water supply. It is more suitable for the areas in which the water supply quantity is higher or the water fee collection is relatively difficult than for other areas. Finally, recommendations are made such as choosing water meter type scientifically and enhancing the meter management.
