On Xi Jinping's Thoughts and Practice of the International Order with Chinese Characteristics

国际秩序是国家间建立和睦关系的一种理想化模式,是国家间友好共处的重要条件和规范行为的规章准则,是合理解决争端冲突、开展国际合作以求共同发展的有效手段和有序状态。西方学者提出两种国际秩序观,一是霸权秩序观,二是均势秩序观。前者强调国际体系格局的霸权结构或单极结构,后者强调均势稳定的国际秩序。习近平提出的中国特色国际秩序不同于西方的国际秩序观,强调制度和观念作用,从理论和实践两个方面奠定构建规则与规范的国际秩序基础。

International order refers to an ideal mode for establishing harmonious relations among nations. It is the basis of international friendly coexistence, the codes for standard behavior, and the effective measures and orderly state for handling conflicts and disputes rationally as well as launching international cooperation in search of common development. Western scholars propose two kinds of perceptions on international orders, one is built on hegemony while the other on power balance. The former stresses the hegemonic or uni-polar structure while the latter emphasizes the balance of power. The international order with Chinese characteristics presented by President Xi differs from the western counterparts in highlighting the role of institution and conception, and laying a foundation for rule and regulation of international orders in theory and practice.
