议题设置是大众传播对议题的关注程度与传媒对议题的报道强度呈正比的关系。通过分析议题设置理论的内容和对社会大众的作用机理,议题设置在政治教育和舆论导向中具有重要意义。政治教育议题应切合议题设置理论,加强正面舆论引导,设置社会大众感兴趣、易接受的议题,提高政治教育的有效性。

Agenda-setting is the direct proportional relationship between mass media attention on an issue and intensity of media coverage of the issue. Through an analysis of the content of agen-da-setting theory and its effects on the public, it is found that a-genda-setting is of great significance to political education and public opinion guidance. Topics for political education should fit in with agenda-setting theory, enhancing positive public opinion guidance, setting easily acceptable topics meeting of general in-terest, in order to improve the effectiveness of political education.
