推进矿产地储备工作的思考

A consideration about promoting mineral resource land reserve work

矿产地储备意义重大,但我国相关工作开展与国外差距较大;同时,稀土诉讼败诉,通过出口配额保护资源困难重重;从产业源头控制矿产资源过度供给,优化资源产业结构是一有利手段。分析认为,可以充分利用矿业周期的低谷阶段,增加利用境外资源的力度,借机保护国内的资源,开展矿产地储备工作;并借助"转移支付"手段,打开矿产地储备工作的突破口。

Mineral resource land reserve is important,but the related work in our country is worse to foreign;At the same time,the rare earth litigation is frequent,through export quotas to protect mineral resources is too difficult;From the industry source control excess supply of mineral resources,optimize the resources of the industrial structure is a good method.Analysis suggests that we can make full use of low mining cycle,increase the use of outside mineral resources,to protect domestic mineral resources,and to carry out the mineral resource land reserve job;Then with the＂transfer payment＂means,to open the breach of the mineral resource land reserve job.
