摘要 社会许可(Social License to Operate—SLO)是指企业与当地社区共同参与项目实施全过程中重大问题的决策,并就项目开发所涉及的相关问题达成一致意见,最终由当地社区赋予或确认企业从事项目开发的社会资格或社会权利的一种社会行为。本文论述了社会许可的定义、内涵以及在矿业领域社会许可的表现形式和意义,认为在我国矿业领域推行社会许可是十分必要的:它不仅是促进我国绿色矿山建设的有力手段,而且会对我国矿业的健康发展将起到积极的推动作用。 The social license to operate(SLO)is defined as a social behavior in which local communities and other stakeholders accept or approve a company's operation.In order to get the SLO,a company should work together with local communities and other stakeholders when making big decisions and reach an agreement with them on social,economic,environmental and cultural issues,before and during the operation.In this paper,the definition and content of SLO,as well as its forms and significance in mining industry have been discussed.These discussions lead to the conclusion that the system of SLO is essential for the mining industry in our country,as it can not only encourage green mines construction,but also contribute to the development of our mining industry.
