基于随机边界分析的区域工业废水治理投资效率评价研究——以华东六省一市为例

Investment Efficiency of Regional Industrial Wastewater Treatment Based on Stochastic Frontier Analysis:Taking Six Provinces and One Municipality in Eastern China as Examples

摘要 在建立工业废水治理投资效率指标体系和影响因素基础上,构造超越对数成本函数及影响因素技术无效率模型,以华东六省一市为研究样本,运用随机边界分析法对2010—2014年研究区域的工业废水治理投资效率及其影响因素进行实证研究.结果显示:研究期内各地区工业废水治理投资效率得到不同程度提高,地区间效率差距不断缩小;工业废水排放量、工业废水污染物排放量以及两者交叉作用与成本函数具有显著正相关;影响程度从大到小依次为政府环保投入占政府支出比重、工业总产值占GDP比重和城镇化;财政支出占GDP比重对工业废水治理投资效率影响不显著. Based on the establishment of industrial wastewater treatment investment efficiency index system, and the influence factors, the paper structures the model on translog cost function and influencing factors of technical inefficiency, taking six provinces and one municipality of Eastern China as the research samples, using stochastic frontier analysis method to carry on empirical research from 2010 to 2014 on regional industrial wastewater treatment investment efficiency and its influencing factors. The results showed that: during the study period, the regional industrial wastewater treatment efficiency of investment have been basically improved in different degrees, the efficiency gap between regions is becoming smaller and smaller; industrial wastewater discharge and discharge of pollutants from industrial wastewater and their interactions and cost function have significant positive correlation; degrees of influence from large to small in turn are the ratio of government environmental inputs accounting for the government expenditure, the ratio of industrial output value accounting for GDP and urbanization; effect of fiscal expenditure as a share of GDP and investment efficiency of industrial wastewater treatment was not significant.
