社会保障作为一种公益事业 ,离不开政府的扶持 ,尤其是在体制转型过程中 ,社会保障事业的发展和社会保障制度的完善都迫切需要政府的支持 。

As a public product or quasi-public product,social insurance can not exist without governmental support. Especially in the course of system reformation,the development of social insurance cause and the perfection of social insurance system need the support from government badly. It is also incumbent on government to give its support.
